A call light has to mean something. When it also carries every non-urgent ask in the building, the staff answering it learn to treat all of it the same way, and that's the opposite of what you want when it actually matters.
Non-clinical requests reach clinical staff by default
A question about dinner, a broken light, an extra blanket: none of it needs a nurse, but it can pull one away from care anyway, because there's no other clear channel for a resident to use.
